This isnt the place to be asking for help on the World Editor. But, ill try to help.
1. These circles thingies are called 'Circle of Power' in the World Editor. Placing them does not automatically spawn any creep - you have to assign a trigger to them like so: Event - A unit enters <region which is assigned to circle of power> Conditions - Entering Unit is a Hero Actions - Create 1 <whatever> at <same region as before> facing Entering Unit .. ... and so on. 2. Give the unit the backpack skill. If you want more than two slots then make a copy of the backpack skill and edit it so it gives x amount of slots. <EDIT> I just did that trigger off the top of my head. ;D

Well, just make a copy of the goblin merchant (standard with Warcraft 3) and there should be a field in the Object Editor which lists the items it sells. Just add whatever items you want there.

I swear this is the final question. Where are the circle of powers in the world editor?

*opens World Editor* The Circle of Power is under Neutral Passive/Campaign/Buildings. You know you can find an object in the Object Editor by hitting ctrl+F and typing its name.
