The truth is, it takes ages to make a new character, and even longer to balance and fix their bugs. It's not like one day I'm gonna remove Future Trunks and replace him with Uub because I felt we needed a change. Basically the current characters you have are pretty much gonna stay the same up to V20 and onwards
